GraphHopper

GraphHopper, offered with Apache License 2.0, is a Java-based route computing engine. It can be used as a Java library or as an independent web server to calculate data such as distance, time, and path instructions between two or more points. It can also import OpenStreetMap data and supports path matching operations with sensitive height data.

“Just a side note: the GraphHopper Routing engine is open source: but is not able to solve TSP or vehicle routing. For that we've developed jsprit, also open source: And both combined to be easily used and very fast in our commercial offering called the GraphHopper Directions API”

The Open Source GraphHopper Routing Engine 8.0 Released

“I would do the (de)charging (or recuperation) after calculating the route. Sure, there are algorithms for energy optimal routing, but negative weights might not be that clean to handle in normal Dijkstra (or the speed up algorithms we have). So instead I would tell the algorithm…”
